Eagle Scout Project, The Bark Park: Karlee Collins, A Junior at Four County has been in Scouts for 5 years, working on Eagle Scout Project “Bark Park”. Collins plans to apply for grants and fundraisers. Target finish date of June 27th, 2026. The park will be located on the East side of the water tower by the Fire Department. Ed Bohn added there were concerns because this is railroad property. Ed has spoken with three different departments at the railroad and believes there will be no issue with the application being approved. Dawn asked if there is an agreement needed with the railroad. Based on past experience, we need to have that cleared and details sorted out. We have a preexisting agreement for property they are planning to place the fence. The gentleman Bohn spoke with seemed to only be concerned that a permanent structure was not being placed. The quote from the fencing company is around 11-12k for materials. Exercise activity objects will be a separate scouting project to be addressed by another Scout candidate at a later date. There is a donation letter, a to-do list, quote from fencing company for Council’s  to view. Bowsher asked if train traffic/noise will be an issue?

Mayor Day added the Village will help to prepare the area.

One concern of Park Board was in regards to dog bites, fighting with other dogs. That will fall upon the liability of the dog owner and not the Village. Our insurance agent confirmed our public entity policy will allow and defend the Village from liability to have a dog park. Requires signage stating owners are strictly liable for all bites, and enter at own risk disclaimer; no aggressive dogs, dogs in heat, puppies under 4 months, unvaccinated dogs, etc. and limit of 2 dogs per person. Requires Security cameras to be placed to discourage rule breaking and provide evidence on any reports. Also need to provide clear way for users to report fights or aggressive behavior.

Mayor Update by Robert Day:

  • Love when we can partner- recently helped Butler, IN through a water main break emergency

Rules Committee Meeting 2/12:

  • Discussed reservations, rules and rates for Community Center, more to follow at a meeting date TBD

Administrator Update by Dawn Fitzcharles:

  • Community Center – painting next week, permanent power has been placed, water service expected to be installed next week – moving right along!
  • Equipment challenges with water/sewer department this week; will be performing remediation at John W lift station to place a new pump
  • SD Myers will be here March 6 to do electrical testing on transformer, hoping for internal inspection while they are here

  • Master Service agreement with E K Computer up for renewal- We will be bringing to Council at next meeting.

ODD Brownfield payment: We are continuing with the same procedure we have performed since the beginning, for transparency and clarity, even though it is not necessary since we have already received the revenue. 

  • Motion to approve and issue payment for invoice #91482 to August Mack Environmental in the amount of $26,309.53 for the Edgerton Metals Brownfield Remediation Project (Edgerton Revitalization DEV-2022-193553) for project invoices through January 18, 2026:

Part-time Position: This janitorial position has been unfilled for a couple of years, it has been absorbed among other departments. We will need a dedicated person to be responsible for CC and maintain cleaning at Town Hall. Do not anticipate many hours at first, but as rentals begin and then increase at the Community Center, hours will be added. Dawn shared it is the “perfect retirement job.”

New fund resolution: This is for the creation of a new fund, named “utility improvement fund” that is eligible for enterprise capital funds only. We have identified a transfer out from the electric fund which is the exact amount received from the AMPT agreement and electric reliability project at substation. Asking to transfer these funds into a utility improvement fund, that will be eligible to all utilities but we are only asking to create an electric distribution and transmission account numbers. This will allow us to identify how much is going in and how much is going out, it is a better way to account for the AMPT agreement and financial requirements.

Council Discussion:

Wallace advised everyone to be careful and stay on the sidewalks since the weather is getting warm and people are out walking! Mayor Day stated our sidewalk project can’t come quick enough.
