Jason Gruver questioned if the Village has a mileage reimbursement policy. Dawn explained that we follow the IRS regulations, but where the problem lies is in the primary and personal liability an employee assumes when traveling further distances, we aren’t wanting to put our employees in a difficult situation. We are trying to do the best that we can do with what we have.

Wage & Comp Meeting held 10.23.2025
- Discussed Council’s desires for 2026 budget as far as wage & compensation
- Reviewed setup of annual wage Ordinance
- Learned wage scale shifts according to Ohio minimum wage, will increase from $10.70 – $11.00
- No change in premium for dental or vision, proposed 2.5% increase for medical or $18 per month
- IRS regulates high-deductible plan single deductible; will increase from $3,300 – $3,400 per year
- HSA match recommended increase to $1700 annual
- Discussed OPERS/OPFPF contribution
- Recommendation to increase on-call compensation from 2 to 4 hours per day; still maximum of 60 days per year; increase allowable response time from 30 minutes to 60 minutes
- Recommend increase from $1.00 to $1.50 per license or certification achievement (CDL, lineworker, water/sewer operator, etc)
- Holidays remain the same at 14 per year
- Interested in evaluating paid time off benefits for holiday, personal, and vacation for part-time employees that work so many hours per month/year
- Recommend flat 3% cost of living plus 1% for performance reviews to be completed by department heads for full-time employees
Park Board Meeting held 10.27.2025
- Reviewed proposed 2026 park budget and 2025 financials for park operations and capital projects through October 2025
- Community Center is well on its way through construction- goal is to have exterior completed before weather changes so that the interior can be completed over winter
- Received updates on Ball diamonds and disc golf course
- Working with environmental engineers for funding strategy to complete site plan and remediation for Edgerton Metals; the community was pulled for feedback, part of the conversation with Ohio EPA and Ohio Department of Development, in process of trying to secure funding for multiple recreational projects like basketball, pickleball, tennis, volleyball, walking path and canoe/kayak launching pad with river access
- Parks in 2026 – budget will look much smaller than usual, we have a couple of small projects presented later this evening
- Received a community request from Jeff Lyon on behalf of Mainstreet Edgerton – proposed construction of a public music stage at Miller Park for community events, 24×36 with 2 small storage rooms and a roof, the reason being is that they always have to rent a stage when events are held at the park; would like to build a smaller sheltered stage area, approached the park board and is bringing this up under the umbrella of Mainstreet Edgerton, and then would be turned over to the Village once complete
- Eddie Bohn – on behalf of Karlee Collins, an Edgerton HS junior who has an Eagle Scout degree idea to raise the funds and put a project together for a dog park; preliminary discussions and all of the information is supposed to be gathered then brought back to Council for approval. Chuck wants to know if there is a spot for these projects already designated. That is supposed to be brought forth as part of project information.
Planning Commission Meeting held 10.29.2025
- approved a triplex at 408 S Michigan Ave, 3 units on a R2 zoned property which is an allowable use, 230 feet deep
- approved parcel split at 418 N Michigan Ave
ODD Brownfield payment: Previously we requested Councils approval to receive the revenue and issue payments for ODD Brownfield. Since we established this method with each payment request, we will continue to practice the same procedure for transparency and clarity, even though it is not technically necessary at this point since we have already received the revenue.

WSRLA Agreement: This is the same funding source that we used for the water towers, we ended up taking out a relatively small amount. We would like to utilize the same source for the water treatment plant. We have nominated the project and have been approved. Now that we are ready to take the project to bid, we need authorization to submit an official application to go along with the project. Exact projections and figures will be known once the construction bid comes in and you will notice we’ve had this in our budget for 2 years, and you’ll see it again for an amount of up to $306,490.

Council Discussion:
Chuck Wallace asked if we are going to do any more repairs or sealing on Gas Street. It has settled and dropped. Dawn informed Council that there were 2 sewer repairs done, so we expect some settling and we anticipate doing more in the Spring to get the road in good shape.
Leslie stated the floor in the hallway and the trim at TH3 looks very nice.
